K8SPG-893 configure LC_ALL and LANG for database containers

CHANGE DESCRIPTION

Problem:

With 2.8.0 the operator is starting to use official PG images. Operator built images contained ENV LC_ALL en_US.utf-8 & ENV LANG en_US.utf-8 percona-docker/postgresql-containers/build/postgres/Dockerfile at 12359f287c7fb441eb55d4852ceecef1b7cb4d5f · percona/percona-docker but official do not have them percona-docker/percona-distribution-postgresql-17/Dockerfile at main · percona/percona-docker
