The PAPADOPOLUS file was not being downloaded when I ran pip install ross-rotordynamics. This solution creates a "data" folder inside "faults" with the file so that it can be included.
I believe the file was not being downloaded because it was outside the "ross" folder.
This problem had previously been reported in issue #1038.
