Use deployment environments

Right now we are using environments for secrets only. When you use the environment for its secrets, it looks in the UI like you deployed to that environment even if you just used it to reference a secret.

This update would be to split out the environments to something like:
- Web CI
- Web Prod
- Infra CI
- Infra Prod
