Create desktop shortcuts for manually installed software

Create desktop icons in /usr/share/applications so that users/template administrators can copy them to the desktop if needed/wanted, or atleast to make them show up in the application menu.

for Cutter and Burp Suite, we can just use the .desktop files that they provide.
for Ghidra, we'll have to generate it and probably download the icon

Given the fact that we're either relying on remote artifacts or files that should be present in the bundle, and that those things are subject to change, I think this should be toggleable and that it should also soft fail if it does eventually fail.
