support creating bindings for queries #1
Description
The basic function of the plan change capturer is to identify whether the execution plan is changed. Once users detected that the execution plan is changed, it would be helpful if the plan change capture can help users to create a SQL Binding for the query which guarantees the old execution plan is unchanged after upgrade TiDB to a newer version.
