Bypass specific internal operations in RU consumption

Currently, our Resource Control feature within the new TiDB X architecture only bypasses certain internal requests, such as internal analyze. Furthermore, we need to exclude RU consumption for the following requests:

• DDL
  • Add index
  • Merge Temporary Index
• Others
  • TBD
