Add Universal binary support for Macos builds

Macos builds currently do not support universal binaries due to a complication with using conan to supply C++ dependencies. Find a workaround (such as just calling conan manually for each architecture instead of using the built-in cmake-conan script) and add Universal binaries to the CI build
