FR: Folder Linting #1412

Is Your Feature Request Related to a Problem? Please Describe.
Can you allow for new linter functionality? I would like folder linting.
Specifically I would like for:
- Each word in the folder name to be upper cased
- I would also like for there to be exactly one space between words.
- No leading or trailing spaces
I understand that obsidian sometimes has a problem renaming when you don't change the word, but only change the casing of the letters, so this is something to watch out for.
