New command: `platform region:list` / `platform regions`

Expose the available Platform.sh regions via a simple CLI command consuming the publicly available `/regions` API.

Currently, the infos can be extracted via `upsun api:curl regions` but it'd be much nicer to expose the infos properly via a specific command.
