Try Dash.jl with React 18

Python dash has now experimental support for React 18

• Experimental: enable React 18 dash#2260
• Use React version 18.2 dash#2254

since its v2.9.0 release.

We should test out Dash.jl and as many third-party Dash component packages out there with React 18 to make sure things are working smoothly.
