Installation problem #1

Hi, I meet the problem, and I'm less familar with this, can anybody help me? Thanks a lot!

I think this may not affect the following, and I continue install xbgp_bird, https://github.com/pluginized-protocols/xbgp_bird/tree/xbgp_compliant, and the problem as follows:
configure: error: Libupf headers not found (use HUBPF to tell its location)
