Cannot build locally

Why was `plural build` removed? Is there a new way to build locally?
Seems it was removed with a bunch of other commands in this MR:
https://github.com/pluralsh/plural-cli/pull/579

Want to build locally as I have dependencies locally which are not yet available in Plural and they aren't available when building in plural's console.
