[Feature Request] Add an Azure, "Pay As You Go" Builder for RHEL 9

Need a RHEL 9 image-builder for Azure using same subscription-model supported by the existing RHEL 8 image-builder for Azure

"Fix" for this issue is currently blocked: there is a bug in RHEL 9 where the kernel doesn't properly release whichever disk-partition-hosts the "/" filesystem. Have opened issues with Red Hat to track this bug (#04208706).

This same bug caused this project to change from using the ebs to ebssurrogate Packer-builders for AWS images.

Had hoped to acheive a similar effect by switching to the azure-chroot builder — in place of the currently-used azure-arm builder. However the azure-chroot Packer-builder does not (currently) seem to be compatible with creating LVM-based builds. Opened an issue (#510) within the hashicorp/packer-plugin-azure project. However, to date, there has been no response from the module-maintainers.
