Membership clarification #37
Description
Clarify the membership guidance based on current precedent:
- Intention to become a member must be announced before a quarterly meeting (email?).
- A vote on the inclusion of a new member occurs during the next quarterly meeting from the announcement of intention.
- Member is able to vote in the same meeting wherein they were voted to become a member.
