todo: generate pmix_fns.h from standard document source

We discussed on an implementation agnostic telecon that it would be nice to generate the prototypes in `pmix_fns.h` from the standard document source rather than add them by hand. This is low priority, so this ticket just serves as a reminder for when someone has the cycles to pick it up.
