make testing failed in VPATH build #6963

When running make testing in the VPATH build, I got an error below.

% make -s testing
/bin/sh: line 0: cd: mpi: No such file or directory
make[1]: *** [Makefile:1105: testing] Error 1
make: *** [Makefile:46809: testing] Error 2
