Expected behavior

Site associated with hub another GEO

Actual behavior

WARNING: Hub site association failed: Attempted to perform an unauthorized operation.

Steps to reproduce behavior

HubSiteUrl="https://xxxx.sharepoint.com/sites/xxxx" in provisioning template to a hub site in another GEO. Assigning a site to a hub in another GEO is possible and we have thousands of sites with it set this way via code

@svermaak Unfortunately we don't have access to a muti-geo tenant to debug this issue on. As you have the access and the skills, please go ahead and file a pull request with a fix for it. Happy to review and merge it.
