Confusing version with terraform version

Hi there,

As part of the prerequisites, we’re told we should use terraform 0.11.11~0.11.14.

In an issue, the author is told he should use the before-t12 branch and the above range of versions for terraform.

Does this master branch is not usable whatsoever? Are much more recent terraform versions compatible now with master?

This is quite confusing.
