Build Microsoft Azure Marketplace Deployment and Infrastructure

1. Create a replica of blockscout-terraform in the Microsoft Azure marketplace
2. Currently, at the end of the blockscout-terraform script we do not actually deploy blockscout, this should be changed in the Azure build script.
