Enable PROJ on Windows Python wheels

We should re-enable proj whenever we figure out how to build it correctly in wheels

I've spent a lot of time on this, and there's a lot of things left to do.

Notes:

• It's hard to get proj to even build. Building it from source is a pain (though at least pyproj is a reference)
• Even when proj builds correctly, it fails at runtime because proj_data is not set, so proj can't find proj.db
• I'll probably have to set set_search_path for each proj context? https://docs.rs/proj/latest/proj/struct.ProjBuilder.html#method.set_search_paths

• Look at pyproj instantiation https://github.com/pyproj4/pyproj/blob/5723f370287bc71b9d6de80b8acf3ea517931ed2/pyproj/__init__.py#L88-L91
• It looks like pyproj always includes the core proj data files along with the pyproj wheel. We should do that and default the proj data env to the path inside the wheel.

• Building on windows is low priority. georust/proj doesn't build on windows, see vcpkg georust/proj#81 and add support of vcpkg with msvc toolchain georust/proj#79. So we'd need to fix those essentially

This is now working on mac and linux, but not yet Windows.

Note there was some windows progress in a couple prs:
