Use telemetry URL from chainspec

Order -

1. Specified in chainspec
2. overridden by default
3. overridden by command-line (which is actually the same a point 2 above)

Still when no name specified, it does not connect. (Not 100% sure if going down the route of auto-names ala Rust - probably a good idea)
