On Pop OS I use a gnome extension called 'Reading Strip' and as the same suggests, it adds a built in reading strip that is a common tool used for those with Dyslexia and other reading issues. The feature has had a significant impact on my ability to read and focus on text. It would be great to see it built into Cosmic as an accessibility feature as not to depend on a single maintainer managing an extension that could be broken at anytime.
The reading strip can be toggled on or off via the taskbar or a keyboard shortcut. I have mine configured to dim the background and create a yellow highlight around an area of text. The extension allows some control of the size and colour of the strip and brightness of the dimming function. Here is what mine looks like:
