move the "Enter BIOS" entry lower the "Restart"

I often want to reboot because I installed updates or I broke something. So I run the launcher, type rebo and hit Enter... and end up in the firmware setup app for my system instead of rebooting into the OS. The order of these items is weird, rebooting back into the OS seems like a more common activity than rebooting to firmware so I think it makes more sense to have the order of them reversed.
