[Wayland] Windows sometimes open on second monitor when cursor and focus are on primary #1759

(1) Issue/Bug Description:
When opening a new window in the Gnome 47 Wayland session, sometimes windows (e.g. browsers) open on the secondary monitor even though the focus and the cursor are on the primary. Not all programs show this behavior though.

(2) Steps to reproduce (if you know):
Open a program (e.g. browsers).

(3) Expected behavior:
Windows open on the display with the cursor.

(4) Distribution (run cat /etc/os-release):
CachyOS (also appears on other distros)

(5) Gnome Shell version:
47

(6) Pop Shell version (run apt policy pop-shell or provide the latest commit if building locally):

104269e

(7) Where was Pop Shell installed from:
Cloned from the master_noble branch and installed using '''make local-install'''.

(8) Monitor Setup (2 x 1080p, 4K, Primary(Horizontal), Secondary(Vertical), etc):
2 x 1080p, both horizontal

(9) Other Installed/Enabled Extensions:
Enabled: "AppIndicator and KStatusNotifierItem Support", "Just Perfection", "Rounded Window Corners Reborn"

(10) Other Notes:
This issue seems to appear with the Forge tiling extension too where it works normally in an X11 session but shows this behavior in a wayland session.
