Integrate upstream changes from 1.102

VS Code 1.102 (hopefully available in early July 2025) should be merged into Positron.

Some notes:

• This version contains a major Node version upgrade, from 20 => 22.
• This merge is a prerequisite to using the recently open-sourced Github Copilot Chat extension, which only builds on Node 22 and requires VS Code 1.102.
• This update will probably take longer than average to integrate into Positron due to the number of AI related changes and also because we (intentionally) skipped integration of 101 due to being locked down for release.
