[feature request] support migrating docker 17.06 to docker 18.09

I think d2p is great tool to migrate legacy containers to new containers based on 1.2.0+ containerd.

As we all know that every cluster has its legacy assets, how to smoothly migrate the legacy ones to the modern ones is always a way to reduce maintanace cost.

For example, let us try to apply d2p into the scenario from docker 17.06 to docker 18.09.
