I think this will be better fit as an option in noscope to scale the cursor instead of fading it: having 3 different mod combinations (noscope/shrink/both) to do effectively the same thing sounds unnecessary.

Why would you want to specifically enable both and how is it meaningfully different from choosing one or the other? Adding new mods "just for the sake of it" only adds clutter in the long term.

I don't think many people would agree that even fade vs shrink is a meaningful difference, much less fade vs fade+shrink or shrink vs fade+shrink. And I don't think the different "feel" would impact gameplay significantly enough for it to matter.
