Missing automatic formatting and formatting check

We could reuse the pre-commit hook.

One can use pre-commit to execute clang-format. However, if I use our preCICE .clang-format, I get a terribly-formatted Fortran code.

This discussion led me to the (quick) conclusion that clang-format for Fortran code is not yet a thing. @ivan-pi do you currently use any formatter for your Fortran projects?

There are a few available:

fprettify is probably the best available right now.
