When building a pkg with --skip-existing and the building itself works but the test fails, any attempt to rebuild the pkg will just skip the building.

I also experienced this problem, and is indeed confusing. If I recall correctly, if tests fails conda-build moves the package from the output binary dir to a special broken directory, so the package is still available but it does not pollute the actually build and working packages.
