Since latest update (1.9.6) prey tries to get location via GPS every time I unlock my phone. "Aware tracking" is disabled and the phone isn't missing, so this behavior shouldn't be normal. I uninstalled latest version and installed version 1.9.3 from my latest Titanium backup, it doesn't show this behavior and works pretty well. So I suggest there's a bug in recent version, causing this behavior.
Device: Mi 6 MIUI 9.5.8
P.S.: I also reported this bug in prey forum, but when I wanted to add some information, I recognized, that I'm not able to login at the moment. When I try to login it says "unknown error", when I try to reset password "403 forbidden". https://community.preyproject.com/t/bug-periodically-updating-location/1137

So at least the reinstall with Titanium Backup solved the problem: After I installed old version I updated to recent version and it works almost normal. When unlocking my phone Prey no longer get's my location. Just when I start the phone it does. In my opinion this is also unnecessary, it should get location only when my phone is lost, but I can live with it.
