Problem with Windows-1252 encoding

XML invoices with this enconding:
<?xml version="1.0" encoding="Windows-1252" standalone="yes"?>
gives this error:
xml: encoding "Windows-1252" declared but Decoder.CharsetReader is nil
when trying to download and parse it with DownloadInvoiceParseZip
