[1.6] Add SDK implementation for Matter Commissioning over Thread

Description:

Matter Commissioning over Thread is a new feature introduced in Matter 1.6. Currently, SDK support for this feature is not available. Therefore, the SDK needs to be implemented to enable full functionality and complete test coverage for this feature.

Raising this issue for tracking purpose.
