Replace all `max-*` features with generics on a `MatterResources<MAX_FABRICS, MAX_SESSIONS, ...>` struct

For one, that would allow users to have two different `Matter` instantiations each having different number of max supported sessions, fabrics and so on.

A niche use case which is not easy to implement at all, but I thought I should capture it before closing #252
