Blacklight 9.0.0 draft release notes ready for review

Heads-up, @projectblacklight/contributors-committers -- I posted this on Slack today but I wanted to make sure y'all are aware.

I have drafted release notes for Blacklight 9.0.0 here ( https://github.com/projectblacklight/blacklight/releases/edit/untagged-7392e3393c0071a81ead ). I believe all 25 committers can see and edit draft notes. From our discussion at this week's Community Meeting, it sounds like we are ready to finally/officially release BL9.

If you are interested in reviewing the release notes and/or the wiki page for Upgrading to Blacklight 9, please do so when convenient. Unless I hear otherwise, I'll plan to cut the release on Tues, Nov 25, 2025.
