Constraints should be updated for accessiblity

In our work on our new Digital Collections application, we've identified a couple different BL improvements that we can make. This one address the ConstraintsComponent, ConstraintComponent, and the ConstraintLayoutComponent. With some tag changes and some CSS improvements, I think constraints can become significantly easier to navigate from an accessibility standpoint.
