Document Steps for Becoming a Maintainer

@panicbit @jyn514 I would gladly assign either of you maintainer access for this rust implementation. I am currently the only "active" maintainer and to be honest, I barely have bandwidth for the main implementation.

Steps

1. Contribute to the project: File an issue, Create a PR, etc.
2. Submit a PR and add yourself to the AUTHORS and/or CODEOWNERS file.

An existing maintainer will then grant access to the org, and any repositories.

Maintainers should be added to the team on Launchpad. Once we salvage the Debian package, then they should be included in that as well.
