Ensure vertical shell thickness setting of "Partial" or "Disabled" causing issue

Description of the bug

Top layers "below" text show "partial imaging" of the text.
If Ensure vertical shell thickness setting is "Enabled" issue DOES NOT EXIST.
Setting of "Partial or Disabled" exhibit issue.

Text "imaging" circled in red should not exist.

Project file & How to reproduce

Bad Vertical Shell Setting.zip

Open project, slice it, then view top infilled layers below the text.
Should only be solid smooth layers but some "imaging" of the text exists.
If you set Ensure vertical shell thickness to ENABLED the issue does not exist.

All models have TEXT on top of the top layers.
