Investigate sending emails to Lewis locker admin

User story

As a Lewis locker admin, I'd like to receive an email when a student requests a locker, so I know when to visit the lockers application and assign them.

Success criteria

• If this feature exists, we investigate why Barb Chamberlin did not receive them, and get them configured for her
• If this feature does not exist, write a ticket to implement it
