Consolidate release/prerelease workflows for all providers

Currently we have two sets of GHA workflow templates for providers: one for native providers and one for bridged/everything else. While there is currently some drift, fundamentally, these workflows should be able to be identical between the different kinds of providers. This will help us to roll out fixes to all providers quickly and safely.

Since the bridge provider workflows have been updated more recently, we probably mostly want to try to move the native providers onto those adding to them as necessary.

This is a little bit of a rat's nest because native providers still use gorelease which does a lot of heavy lifting (building, linting, etc.). The bridged workflows handle those steps themselves, but naturally there are a lot of bridged assumptions baked in.
