Publish `pulumi/customer-managed-deployment-agent` on the AWS ECR Gallery

Issue details

Currently, the image pulumi/customer-managed-deployment-agent is available on DockerHub ✅. However, DockerHub has strict rate limits for free/anonymous users.

We (Pulumi) is a verified publisher on the AWS ECR Gallery and since rate limits are much higher, it would help our customers to have an alternate endpoint to pull images from.
