Prefer released versions to ref stable pulumi/{pkg,sdk}

Looks like we're referencing a pre-release:

https://github.com/pulumi/pulumi-java/blob/v1.11.0/pkg/go.mod#L17

This has some strange wrinkles that breaks our pulumi-terraform-bridge upgrades. Not a huge deal but if possible would be great to have v.1.11.1 or some such what references regular tags for pulumi/{pkg,sdk} and not in-between commits.
