ENH: progressbar=False should silence all sampling output

Turning off the progress bar via progressbar=False does remove the progress bar, but other sampling-related initialization output is still printed. This results in a lot of output when sampling is performed in a loop:

setting progressbar=False should either silence all output, or an additional argument should be added in order to do so.

That's using logs, so you can set the pymc logger to debug

What's a good solution for this? There should be a single-argument (or single-action) solution to turn off all output. Maybe a verbose= or silent= flag if we don't want to increase the scope of the progressbar= argument?

If we don't want more arguments to pm.sample (paging @cluhmann ), we could maybe include a jupyter hook with a cell magic like %%quiet_sampling ?

I assume this issue is notebook only, since if you're in a terminal you're a wild lunatic who doesn't care about anything. I don't know how Marimo handles things (@williambdean )

I'm okay with a silent/quiet (clis tend to use the second more) which disables both progressbar and logs
