swap out `simulated_geo_points()` with new `sample_points()` geopandas method

We should look at swapping out simulated_geo_points() with new sample_points() geopandas method.

Implementing this will require a geopandas==0.13.0 stipulation, so we'll have to hold off for a bit.

Observations from initial attempt:

• swapping out and adjusting the function itself is rather trivial 🎉
• updating the testing results etc that are dependent on the function are another matter entirely 😢
  • alot of the testing data will have to be updated
  • big lift...
• notebooks will have to be adjusted
  • small lift

So... this will need more thought & planning and should likely be tied in with the phasing out of spaghetti. So probably also think about how we are storing data for testing.
