`BulkOperation.location` is required in `BulkResponse`

RFC7644 indicates that BulkOperation.location is required in BulkResponse, except for errors:

  location  The resource endpoint URL.  REQUIRED in a response,
     except in the event of a POST failure.

There should be a validator for this
