Many path failures on Windows builds on Azure 32-bit CI

There are many failures relating to the Unicode path name, varying between "not found" and "not accessible".

Usually, most tests pass on re-run, though occasionally some fail again. It's not immediately obvious what the cause or solution is, but it should be investigated.
