Enable ALI access to s3://ossci-linux/ #246
Description
Context: Recently s3://ossci-linux read access was required to setup runners, and ALI runners started failing since they lacked access. (see pytorch/test-infra#5480)
Even if the above PR is merged, other jobs (like binary builds) are likely to still require access to s3://ossci-linux
