Add Readme on how to incorporate the CSS in liferay 6.2. 

Currently there exists no Readme outlying the process of adapting the liferay 6.2 css with custom.css in the NCCT/Q-Portal context. 
The Readme should include the generation of new css snippets and its inclusion into the liferay css framework.
