QIR importer and exporter

Investigate libraries that implement this feature (e.g., qbraid). Provide a first to_qir and from_qir implementation for circuits.

This seems to work, but we are missing the inverse transformation:

There is the official qir library by the qir alliance
https://github.com/qir-alliance/pyqir
which also provide a parser. I gave it a quick try but the documentation is quite minimal, not to say inexistent...

And that's the most developed component of that ecosystem. You should also check the other repos, and their contribution graphs

E.g., just see the most recent updates for the various repos. Which are not necessarily representative of the contributions' frequencies (there could be recent isolated commits), but they are putting at least an upper bound...
