Upgrade to Sphinx 8

Upgrade to Sphinx >= 8.2. This would allow building the documentation on Python 3.13 (see a716857).
In the longer term, look into mkdocs with mkdocstrings, to avoid difficult and legacy dependency management in the Sphinx ecosystem.
