Bound qiskit version #392
Description
I saw that qiskit-experiments and qiskit-ibm-runtime are now bounded in versions in requirements-dev.txt. But why qiskit is not bounded in version? Lacking this leads to installing qiskit=2.x when installing according to this requirements.
